Building an insurance renewal book: retention and commission timing

A renewal book is a sequence of expiring policies and conditional commission receipts. Build it from issue cohorts, remove early cancellations, apply renewal retention to the survivors and place the resulting commission on the carrier’s actual settlement calendar. Client persistence and a contractual right to service or renew are separate dependencies. Counting annual premium as agency income, or treating the first renewal as immediate cash, overstates what is available to pay salaries.

Start with the policy cohort, not an annual premium target
Consider a separate cohort of 100 new annual commercial policies using the guide case: premium $3,000, new commission 15.0% and renewal commission 12.0%. At issue, that produces $45,000.00 in gross agency commission. The much larger carrier premium is an activity measure; it belongs in a memorandum production report. The customer pays the carrier directly in this case.
Maintain issue date, policy term, line/product, carrier, commission basis and producer attribution. The simple example has one policy per client. If a commercial account has property, liability and auto policies on different dates, preserve each policy schedule and then reconcile to a client-level relationship view. Treating all lines as one anniversary can move renewal cash into the wrong month.
The Hartford discloses several forms of producer compensation. A published historical range does not supply a contract for this agency. The example excludes contingent or supplemental income rather than counting a future carrier bonus as predictable cash. Use two stages for the first annual renewal
The assumed early cancellation rate is 4.0%, leaving 96.0 clients who reach expiry. Renewal retention of 85.0% then yields 81.6 first renewals. Inception-to-first-renewal persistence is 81.6%. Those expected counts can be fractional in a forecast; actual policy records remain whole transactions. Applying renewal retention directly to the original cohort would skip the early-cancellation loss.

The first-term net commission is $43,650.00 after expected cancellation debits. The renewal amount in the table is the full first-renewal cohort’s expected commission after its own 2.0% cancellation assumption and 75.0% return fraction. It is neither all cash received on the anniversary nor perpetual annual revenue guaranteed to the agency.
Separate cause codes for client departure, nonpayment, carrier non-renewal, market withdrawal, broker-of-record change and loss of agency authority. They imply different operational responses. Premium repricing can increase written premium despite falling retained clients; that is why a production dashboard alone can hide erosion of the book.
Check who can service and benefit from the renewal
A licensed agency may still lack direct access to a desired insurer. Carrier inquiry, appointment and the signed producer agreement are different stages. If a network or wholesaler provides access, check the agency’s net share after fees and whether the intermediary controls servicing, expirations or transfer. Read the actual agreement for client records and expiration rights, post-termination commission, restrictive provisions, debt/setoff and consent required on transfer. A producer employment contract can create a second claim on renewal compensation without changing the carrier’s payment. The public model cannot decide the legal owner of the book from the words “independent agency.” Its future commissions are conditional and no goodwill asset or book-sale value is recognized.
Keep an agreement register showing which documents are received, reviewed and still unresolved. Secure sensitive client and policy records rather than attaching them to public business-plan examples. Put recognition and receipt on separate calendars
The base case books a commission at the effective issue and models settlement one month later. Actual carriers may pay on premium installments, apply statements or adjustments later, or offset cancellation debits against new credits. The educational recognition rule is not a universal accounting policy. Obtain the agreement, a sample statement and actual bank settlement dates; then map the commission basis and collectability with the accountant.
In base operating month one, net commission recognition is $5,400 and collected commission is $0. Operating Year 1 ends with $13,491 waiting to settle. An additional one-month lag reduces month-two cash by $5,400 and takes the base cash minimum from $53,394 to $33,416, with the same revenue and EBITDA. A later receipt is a working-capital change, not an unexplained revenue decline.
Reconcile statement opening balance, new credits, return commissions, fees, producer-level adjustments, payment and closing receivable. A positive commission dashboard with an old carrier receivable needs an aging review. Direct bill avoids receiving the full customer premium in this case; changing to agency bill requires a different client-premium liability, custody and cash model.
Price a retention change on the same surviving cohort
Hold all other cohort assumptions fixed and reduce renewal retention to 75.0%. First renewals become 72.0, producing $25,531.20 after expected renewal returns. The difference from the base cohort is $3,404.16 before service and incentive costs. This article-local sensitivity is a single-cohort comparison; it is not the model’s lower scenario, which also changes premiums, commissions, early cancellations, conversion and lag.
A retention intervention should be evaluated against that attainable incremental commission, its paid hours and any acquisition/remarketing expense. Contacting a client earlier does not guarantee renewal; product availability, price and coverage fit can dominate the result. Measure completion and outcome separately, including clients who cannot be renewed through existing carrier access.
At company level, book growth increases licensed service and processing work. The 60-month engine gives renewals priority in available time and limits new binding against both pools. The owner still has management hours and paid compensation. A large anniversary month can squeeze new production even when demand is unchanged. Build a renewal ledger the bank account can confirm
Use a defined renewal window with task owner, contact attempt, current exposure review, carrier submission, offered terms, bind/decline result, document completion, commission credit and collected settlement. Start the window according to the actual product/carrier process rather than presenting a generic deadline as law. Compare retained policies, clients and premium separately. Show which records are excluded from each denominator.
Close the monthly loop by reconciling policy cohorts to commission statements, statements to the receivable ledger and settlement to the bank. Distinguish an uncollected credit from a disputed deduction or a writeoff. Software can support the workflow; a CRM reminder does not itself prove a policy was renewed or that the agency owns the future revenue.
