Estimating repaint jobs: surface preparation, materials and crew time
Operational worked example · Owner-led residential repaint crew with two employed painters; interior and exterior work; no industrial coatings or lead abatement
Estimate a repaint by defining the finished scope, measuring the paintable surface, separating preparation from application and counting person-hours. Then price materials from the selected coating and substrate, allow for unbilled callbacks and schedule receipts. The worked example below shows why a normal material-per-hour allowance can fail even when the labor arithmetic is correct.

Start with an inspectable scope
“Paint the room” leaves too much undecided. Record the walls, ceiling, trim and doors separately; measure their paintable areas; identify finish, color change and coat count; and agree who moves furniture. Inspect adhesion, moisture, damaged substrate, existing patching and access. Photograph observations with permission and attach them to the estimate so preparation is not left to the crew’s interpretation on arrival.
State what minor filling is included and how concealed damage or extra repair will be authorized. An inaccessible stairwell or fragile occupied-room setup is a labor and access issue, even if the paint quantity is modest. Do not promise a universal square-foot labor rate before inspecting these constraints. Screen old-house preparation before estimating it
Ask for the property’s construction date and review the planned paint disturbance. Covered pre-1978 housing can fall under EPA RRP. A site-specific applicability assessment changes the method, containment, worker training and documentation that need to be priced. Separate the firm certificate from the assigned certified renovator and trained crew. A certificate fee or a HEPA machine purchase does not establish that sanding, cleanup and records are compliant. Employee exposure also needs separate consideration under the OSHA construction lead standard. A small-area exception is not a blanket license for prohibited practices or window replacement. Build the labor takeoff in person-hours

Use one person-hour sheet even when the job is planned by crew-days. Two people for five eight-hour days total 80 person-hours, before extra work. Drying can lengthen elapsed duration without continuously using all staff; it can also create a return trip. Route planning and the work sequence decide whether that interval can support another accepted job.
The modeled callback allowance adds 6.0% to bid labor, making actual direct hours 84.8. Preserve those extra hours in the capacity plan. A customer-approved additional room is another sale; a correction to the original finish is unbilled rework. Combining the two hides estimation errors.
Measure materials independently of the labor estimate
The worked measurement check uses 2,000 paintable square feet, 2 coats, 350 square feet per gallon and 10.0% waste. Gallons equal surface × coats ÷ coverage × (1 + waste). The exact quantity is 12.6 and whole-gallon procurement is 13. Do not round coverage or the quotient before the final procurement step.
BEHR PRO i300 provides a 300–400 range on properly prepared/primed surfaces, excluding spray loss. The center of that range is a planning assumption, not assurance that any substrate will achieve it. Buying whole gallons is only this illustration’s packaging assumption. A real five-gallon pack, tinted remainder or multiple finishes changes purchasing and leftover stock. The checked white five-gallon pack listed at $109 is a narrow retail observation, before confirming delivery and tax. It does not supply the cost of every finish in a room. Supplier SKU.
Reconcile the measured cost to the price

The measured check assumes $30 per gallon and $23 of other material. It produces $413 cost, $93 above the normal model allowance. Keeping the same markup and labor gives $6,137 rather than $6,016. This is a demonstrated scope mismatch. The measured number is kept outside the official operating inputs until the actual job mix is confirmed and the model rerun.
The normal quote leaves $5,479 before the paid roster and overhead. That large-looking number is not profit. Burdened allocated direct labor is $2,684, while monthly payroll also covers available time not charged to this job. Make completion and collection terms part of the estimate
The normal model job schedules $1,805 initial payment, $3,008 progress/completion money and $1,203 final balance in the next month. Earnings are recorded when the short job is completed; the unpaid balance is a receivable. A late balance does not lower the job’s earned margin but can stop the next materials purchase or payroll payment.
Pennsylvania home improvement contracts and deposits have specific rules. The case’s 30.0% initial share is below the ordinary one-third limit for covered contracts above $5,000. Later progress funds should correspond to actual progress and contractual terms; they are not extra initial deposits. Use completed jobs to improve the next quote
Close each work package with estimated versus actual person-hours, coating consumption, callback hours and collection dates. Keep reason codes practical: underestimated protection, unexpected substrate repair, approved extra scope, application delay or finish correction. Record the cause before changing the next price.
After several comparable scopes, replace the generic material and preparation allowances with measured ranges for those scopes. Keep extraordinary repairs and lead-safe work separate so they do not silently inflate a routine interior benchmark. Reconcile job sheets with payroll, supplier invoices and cash receipts.
