This illustrative small leased-office agency requires $134,400 of opening funding: $14,000 of retained equipment/furnishings, $2,400 in lease deposit, $28,000 of startup expenses and $90,000 in bank cash after those outlays. It is a planning budget, not an installed-project quote or an agency-book purchase price. The base and adverse monthly cash forecasts explain the reserve.
Scope the premises, systems and customer acquisition
Assume an existing occupiable 500-square-foot office in Texas, with two equipped desks at launch; the producer can use a shared/hybrid station. There is no actual address or signed lease. The rent assumption is $1,200 per month; deposit equals two months. Confirm lease use, accessibility, signage, security, fit-out consent and all move-in charges. A home-office format, four dedicated staff desks or an acquired book changes this scope.
The two largest non-reserve commitments are preopening acquisition spend and the configured IT bundle. The next largest is furniture/light work. They have explicit quantity schedules and named quote gaps below. None is validated by a cheap desktop or an ad-platform headline. Start costs are incurred before operating month one; ongoing lead spend in the monthly model is separate from these preopening campaigns.

The launch-campaign schedule is 3 months at $4,000 each, totaling $12,000. Research covered the advertising platform’s budgeting mechanism, which lets advertisers control spending. The assumed IT bundle is two workstations at $1,600, two monitor sets at $600, a $500 printer, $600 of networking and $2,500 of secure configuration, totaling $8,000. Dell’s business desktop range is a configuration comparison; no specific SKU or delivered price was adopted. Furniture/light work totals $6,000: two desks at $900, four chairs at $250, storage at $700, a meeting table at $500 and light office work at $2,000. Each is an assumed delivered allowance. No structural remodeling, new electrical service or bespoke reception build is included. Obtain a site-specific quote before signing a lease.
Technology setup uses 40 hours at $125, or $5,000, for record structure, commission mapping, workflows, website and training. It excludes a legacy-book data purchase. Fund the period before commission cash catches up
Opening cash is $90,000. Base payments arrive one month after commission recognition, so month one has $5,400 in net commission revenue and $0 of receipts. No client premium is collected by the agency. The cash reserve funds payroll, lead costs and debt while the carrier receivable builds.
The base minimum is $53,394; the implied reserve consumed is the opening reserve less that minimum. The lower scenario still needs $80,437 beyond the stated financing and does not recover within 60 months. A separate timing-only test adds one collection month without changing EBITDA and lowers the base minimum to $33,416. Increasing reserve improves cash, not profit or retention.
Keep the contingency separate: the case treats $4,000 as spent startup expense. It cannot also be described as bank cash. Lease deposit stays an asset, CAPEX depreciates, and preopening expenses reduce opening retained earnings; none is silently added back as operating cash.
Official fees are only part of the compliance budget
Texas lists $50 for a resident individual application and $50 for a resident agency application. Exam, fingerprints, formation and training are additional. The modeled $2,500 is an assumed complete allowance, not a statutory package fee. It also does not substitute for the active licence and actual carrier authority. Applications.
For resident agencies, the inspected TDI financial-responsibility page describes a $25,000 bond or $250,000 E&O policy with deductible no greater than 10.0% of policy amount. Those are face/coverage requirements, not cash premiums or proof that the recurring $450 allowance buys suitable coverage. Carrier contract limits and cyber coverage may require more. The legal/accounting setup allowance is 30 hours at $150, totaling $4,500. It covers entity/payroll/bookkeeping setup and a defined review of carrier/producer agreements. It excludes a book-acquisition transaction, litigation and bespoke compliance programs. Request the engagement scope and quote rather than treating this modeled hourly rate as observed.
Turn unknown prices into procurement tasks
The real lease, configured hardware, installed light work, AMS seats/downloads, E&O/cyber insurance, legal engagement and qualified lead costs remain unquoted. Allowances are numeric hypotheses; missing quotations are gaps, not zero costs. Confirm overlapping implementation tasks, taxes, freight, onboarding, website ownership, data export and contract termination terms. A larger team may need additional devices and software seats; the base does not automatically buy them.
The budget excludes acquired-book consideration, carrier deposits or network membership charges, premium trust accounts, a franchise, property acquisition, underwriting capital and personal income tax. If the actual access arrangement requires one of these commitments, introduce the cost and rerun all three scenarios before relying on the funding total.
