Choose the grocery format before choosing the site

This store sells pantry staples, whole produce, packaged dairy and eggs, frozen food, and household necessities. It excludes a kitchen, deli preparation, meat cutting, fuel, liquor, pharmacy, tobacco, delivery fleets and franchise fees. That keeps the buying and staffing questions focused, but does not establish permit eligibility. A convenience-only snack offer would need its own classification and operating case. The customer hypothesis is regular fill-in grocery shopping close to home. It is still untested. Increasing the assortment can tie up cash even when a larger range attracts some customers. Confirm the retained premises and the approval path

The case assumes a former food-retail space with usable shell services. It does not assume that an existing permit transfers.
